B. Particulars
DAV University, established by the State Legislature of Government of Punjab through the DAV University Act is duly recognized by University Grants Commission (UGC) and it is included in the list of universities maintained by UGC under Section 2(f) of the UGC Act, 1956.
C. Functions and Duties
(i) The objects of the University are:
a) To provide for instruction, teaching, education, research and training at all levels in all disciplines of education including training at all levels in all disciplines of education including professional, medical, technical, higher, general education and in any other streams and subjects, as per the needs of the industry and the society in general, as may be deemed necessary by the University through all modes of education, as may emerge or become relevant in future;
b) To undertake industry oriented teaching, training and research, extension programmes and to provide employable skills with a view to contribute to the development of the society;
c) To do all such acts and things, as may be necessary or desirable to further the objects of the University.
d) The University is presently offering several teaching programmes in various disciplines. The details may be obtained at: http://www.davuniversity.org
2. Powers and duties of its officers and employees
a. CHANCELLOR:
The President of the DAV College Trust & Managing Society shall be the ex-officio Chancellor of the University. Notwithstanding any other power and authority conferred on him by virtue of Section 9 of the Act, the Chancellor shall perform such other functions and duties as may be assigned to him by the Society/Governing Body.
b. VICE-CHANCELLOR:
The Vice-Chancellor shall be the principal executive and academic officer of the University and shall exercise general control and superintendence over its affairs of the University. The Vice-Chancellor shall have the general responsibility for maintaining and promoting the efficiency and good order of the University. It shall be the duty of the Vice-Chancellor to ensure that the provisions of the Act and rules framed from time to time are duly observed and the decisions taken by the authorities of the University are implemented. If, in the opinion of the Vice-Chancellor, any emergency has arisen which requires immediate action to be taken, the Vice-Chancellor shall take such action as he deems necessary and shall report the same for approval at the next meeting to the authority which, in the ordinary course, would have dealt with the matter. Provided that, if the action taken by the Vice-Chancellor is not approved by the authority concerned, he may refer the matter to the Chancellor, whose decision thereon shall be final.
c. EXECUTIVE DIRECTOR / DUI:
The Executive Director / DUI shall be appointed by the Chancellor, for a term of one year extendable by another term of one year. The Executive Director / DUI shall be a whole-time salaried officer of the University. The Executive Director / DUI shall assist the Vice-Chancellor in respect of such matters as may be specified by the Vice-Chancellor in this behalf.
d. REGISTRAR:
The Registrar shall be a whole-time paid officer of the University appointed by the Chancellor. He shall be incharge of the administration of the University acting under the immediate control of the Vice-Chancellor and shall be directly answerable to him for running the good governance of the University.
e. CHIEF FINANCE & ACCOUNTS OFFICER:
The Chief Finance & Accounts Officer shall be appointed by the Chancellor on the recommendations of the Board of Management and shall be a whole-time salaried officer of the University. When the office of the Chief Finance & Accounts Officer is vacant or when he, by reason of illness or absence for any other cause, is unable to perform the duties of his office, the same shall be performed by such person as the Chancellor may appoint for the purpose.
f. Other Officers and Staff
They will assume powers and duties as assigned to them from time to time for the purposes of the University.
3. Decision making process (including channels of supervision and accountability)
Decisions in various matters are taken by the appropriate authorities of the University as per the procedure laid down under the Act. Till its own Statutes, Regulations, Ordinances and Rules are finalized, the University shall follow the rules of Panjab University, Chandigarh.
4. Norms for discharge of functions
DAV University Act, Rules framed thereunder and circulars and notices issued, from time to time by the University. Besides it, Government Orders and Policies (Central & State), Supreme Court Judgements, UGC norms and other policies prescribed by the concerned authorities, subject to their applicability, are adhered to.
5. Rules, regulations, instructions, manuals and records used by employees for discharging functions
a. DAV University Act and Rules framed/ being framed thereunder and circulars and notices issued, from time to time by the University.
b. Records related to students, employees, administration, finance and related documentation.
6. Categories of documents held or under control, List of Board Councils, Committees
a. DAV University Act, Statutes and Rules framed thereunder and circulars and notices issued, from time to time by the University.

7. Formulation of policy or implementation thereof
Nominees of State Government, academia, industry and administration, eminent industrialists, subject experts etc. are involved in formulating the policy matters.

Governing Body, Academic Council, Academia-Industry Interface, Board of Studies (the details of the members are available at the headquarters). The meetings of these councils, committees etc. are related to the academic and administrative decision-making, and are not open to the public.

Application for obtaining information under the RTI Act
a. A person, who desires to obtain any information admissible under the Act, may make an application in format specified below to the Central Public Information Officer along with the requisite fee.
b. An application for obtaining any information under sub-section (1) of Section 6 shall be accompanied with a fee of rupees ten only.
c. The fee may be paid by Crossed Bank Draft/Banker’s Cheque/IPO in favour of Registrar, DAV University payable at Jalandhar.
d. The applicant shall also submit a self addressed envelope duly stamped for supplying the information. Stamps on the envelope shall be affixed according the mode of supplying the information, as desired by the applicant i.e. through ordinary, registered or speed post.
